Truth or Consequences, New Mexico - The Elephant Butte reservoir on the Rio Grande holds water for southern New Mexico and western Texas, but is only 7% full due to the drought in the southwestern United States. When full, the water extended nearly to the "Dam Site" resort on the hill at right.
