The building was constructed in 1866 and closed in 1995 after a court ruled that the prison's 5x7-foot cells were cruel and unusual punishment. At its worst overcrowding, three prisoners shared these cells. The Moundsville Economic Development Council now conducts tours of the facility and corrections officials use it for training purposes. © Jim West |
